The inner of the 2 screws are the up/down adjusters on my headlights (2006 Vectra). They don't need much turning though. IIRC something like a ¼ of a turn made a huge difference in the height.

turn the screw anti-clockwise to raise the clockwise to drop the beams in height, as others say it is a very course adjuster, small amountsmove it loads! it takes a long 6mm allan key.
if you look at the surround of the adjusters they are clearly marked![]()

On this subject,
Has anybody noticed how the vertical adjuster moves the beam up/down quickly
but the left/right one takes an age to move if at all.
