Default When do petroleum companys start adding anti-waxing?

Just wondering after reading a few threads, when do the oil companies start adding winter additives? I.E the anti waxing in diesel?

Also wondering as my diesel seems to smell a little more that usual on start up with a puff of smoke

I'd noticed a drop in mpg (42 down to 38) recently and it does smell more too. I just put it down to the engine taking longer to warm up due to the cold, I didnt realise they put extra stuff in the diesel in winter! Im assuming theres a reason why they do?

Diesel, when it's cold enough becomes all thick and gloopy which can't be sucked through the fuel lines properly, if at all. Not the runny substance it normally is. An anti-waxing agent is added to the fuel to stop it happening.
