In the uk we have two registration plate releases in the year. In March the number part begins with a zero (although now we are at 2010 it begins with a 1) and then the second number is the year.
There is a second registration release in september where the number begins with a 5 (again now that we're into 2010 it begins with 6).
A car registered between say the 1st march and 31st of august 2007 will have the reg no **07*** and then from 1st september 2007 to 28/29th of February will have the reg no **57***
The first two letters in the registration denote where the car was registered an the last three letters are random letters

Originally we were going to have only one registration release per year, but due to our class system, materialism and consumerism (people who just have to buy a new car at each registration) the motor industry complained they'd lose too much money and the whole system was bodged to compensate.
We don't have this year system in my part of the UK. Much harder to tell the age of the car from its reg plate. We just have 3 letters followed by a 4 digit number. There are several sequences running at a time depending on the part of NI the car was registered in.
