End of the dashboard on the passenger side of the car. You need to open the front passenger door to see and gain access to it.

    Fuse 22 - 30 amp.

Rear one has a separate fuse in the boot fuse box - fuse 17, 15 amp.

Same fuse on my facelift for both front and rear. I once shorted out the front one and then the rear one didn't work. Changed fuse and both working. Yes it's a 'twentysomething' fuse in the box on the left hand side edge of the dash.

You have to open the passenger door to gain access to the box. Cover just pulls off.

You've obviously not read the handbook properly, or read mine and john_k_sri posts TELLING YOU EXACTLY where it is.

Best take it to a garage then

Then your Vectra is unique, every Vec C to my knowledge has that fusebox fitted because it contains most of the important auxillary fuses.
If it really isn't there, then someone has gone to some serious effort to re-locate it somewhere else and that would be a seriously major job.

I'd recommend you pop the glove box out and have a look to see if someone's moved the fusebox behind there or perhaps left it hanging somewhere when they've had it out or something.

It's got to be there somewhere. As said, could it have fallen behind the glovebox or passenger kick panel.

Ultimately though, as it's an 08 reg, why not just make use of the 3 yr warranty? Unless it's done more than 60,000 miles or missed a service interval?
