I would allow for the whole set:
    8 x primer
    8 x colour
    8 x clear coat
^^this is allowing for mistakes so you may/may not have left overs

Just make sure you prep the wheel well otherwise all you time and money will be wasted though.

2 rattle cans per wheel didnt even cover a 16" rim so a 19's going to need a minimum of 3-4 per wheel and then as above

undercoat - top coat & lacquer

its also dependant on the manufacturer of the can as some are higher yeald than others as they have a higher content of paint

Good grief you guys are supposed to be putting the paint on the wheels not up your noses, lol. 6 cans per wheel? That's nearly 3lt of paint to do 1 wheel!!!!!! I just primed 2 side skirts with 1 300ml can. I've rubbed them down and will need another 300ml can to complete the priming stage, but there's far more area to cover on 2 side skirts than there is in 4 wheels. The last set of wheels I did I used 1 can of primer, 1 of paint and 1 of laquer, all 500ml cans, ok it was only 15 wheels but even if you doubled that its only 6 cans for the whole job, not 1 wheel.

but side skirts are straight - wheels are curved and then dependant on the style have intricate angles to get the cover into and then theres the back as well - i think if you split up an alloy wheel and laid it out its bigger than you actually think
