Default Would you have called 999

So am driving southbound, M3 , and just approaching Jct 5 for Hook, slowed down to a crawl and had a look over the barrier and there is a car on the NORTHBOUND hard shoulder , no hazards and what looked to be someone slumped over the steering wheel, it took maybe 10-15 seconds to come off the Mway, and the person didnt move

Would you have called the police to be on the safe side ??

completely the right thing to do mate.. Anything out of the ordinary on a motorway is classed as an emergency purely due to the potential issues it may cause.
