Any sign of it leaking anywhere? Maybe check the fuel filter, just under OSR passanger door in case thats corroded.
I remember with the Mk2 and 3 cavis the rubber fuel lines used to perish where they changed from metal to rubber from the base of the engine bulkhead to fuel pressure regulator. Im not sure if the Vec is the same but worth a look too.

Thats about 31mpg, but that depends on what kind of driving your doing. I get 39mpg combined, but them most of my driving is commuting to Edinburgh and back on the M8. If your mostly town driving its not that bad.
Id rule out the petrol tank as they are plastic now, so no worry about them rotting. Weak point is defiantly the filter mate, the wifes rotted away on her punto and youd be surprised that all it takes is it to be weeping a bit to give a strong smell. Do you know when it was changed last?

Sounds about right for a fuel filter. They have special release clips, but I think you can get away with a small screwdriver just take it easy cause they can break.
