smooth hamerite and just take the wheels off and paint on the car after giving them a good clean beforehand
Personally I paint mine on the car starting at the inner parts working to the visible face on the outer taking care not to inhibit any sliding action as the pads wear.
I have always used Hammerite smooth for now going on 20 years and find it totally fine and long lasting
can you laquer hammerite smooth with a VHT laquer to give them a shine or not.

Use hammerite smooth and you dont! need any undercoat paint either, do them on the car , just mask the disc's and any moving parts such as the sliding parts of the calipers, Easy job, jack up both sides at once then the paint will have time to dry 1 side, then you can re- spray the opposite side,
