Instrument Panel Lighting

The instument panel (speedo, Tach, etc) on my 2003 Vectra 2L Dti is very dark, specially on cloudy days, but OK when I put on the lights (I am aware of the panel dimming control). Is this a common niggle with this car ? Is it a simple problem to make the instument panel lights come on with the ignition ?

They don't light up unless the lights are on. So I guess how bright they are depends on the sun light?
