Some unkind person has hit my car

Just noticed today that someone has hit the rear bumper in a car park in Bristol. Doesn't look too bad, so hopefully a bit of polish should get the marks out. Had a look underneath for damage and couldn't see anything obvious, but thought that the bumber was a bit 'floppy' around the number plate area. Never noticed it before, but then again I have never looked closely before. Does anyone happen to know how stiff the rear bumper should be?

Theres normally 2 plastic brackets under number plate iirc maybe these have come loose
