Alloy wheel refurb

Ive got a question about the how 2 on refurbing wheels,i have followed it to the word but do i need to sand the alloy down once ive applied the colour? Because it doesnt seem to be a smooth finish.I did wet and dry after 2 coats of primer and it felt great,now ive put 2 coats of colour on it,it isnt as smooth anymore.....

yes mate it needs flatting back again - especially as i suspect its a metallic finish your going for

Yes it is metallic,so at wat point do i wet and dry it again then?also do i need 2 repeat when i laquer it?
