Nige, I have a FH at the bottom of my drive (in a service strip). It used to be "level" with a grass border but the grass has been dug away ready for me to widen my drive. The FH cover is now about 10" above the ground which would normally by easy to lower but the valve itself was flush with the cover.

I`ve removed the cover/concrete rings etc and dug down to the main water pipe and the FH valve is T`d off the main pipe with a section thats 10" long, so I need to unbolt the valve and this 10" piece then bolt the valve back on, except I don`t know how to turn the supply off to the FH, the water board have refused to come and do it and my neighbours are getting very worried.

To be honest pal if its an actual fire hydrent that the fire brigade use to connect to then id leave it well alone, dont think your even allowed to mess with them, if its a normal stop tap on the street then its down to the water board, if its on your boundary then its up to you to sort it. Think you can actually be prosecuted for mucking around with fire hydrants mate. You may want to put it back as was and take professional advice on it first.

Your local water company are the only ones who can do this but they will charge.

yip as said before DONT mess with the ring main !!
I'm a FF and believe its a water board job to move it for you .
unless you can bring your level up a bit and leave enough space between lid and outlet ( distance I dont know ) .
good luck an dont screw it up as it could be needed at your place ... god forbid
