Have you tried it with the recirculation on? Apparently this is the most efficient setting for aircon & the fact that it will cool down already cool air, should mean that the temp goes lower than 16c, or i could be wrong.

Perfectly right mate - stands to reason. It's the same reason you shouldn't put the blowers on full when trying the heat up your car from cold, as drawing in the outside air more will only keep the engine cooler for longer. Obviously this isn't the case if you select recirculation.
The climate contol in the Vec/Signum is quite clever in this respect - if you select a high heat from starting the engine cold it only turns the fan up to blow it as the engine temperature rises...
