Would have thought there would be some grease in there. It is an mot failure i'm affraid but you should be able to buy the gaitors on their own

hi twaiter, the boots are not difficult to fit, did mine last year for mot,
firstly give the thread by the track rod end a good glean with a wire brush then slacken the locknut thats secures the t/r/end to the rack, then remove the nut from t/r/end to the hub carrier{before you take the nut off give a good hit with a hammer to the taper to allow the joint to seperate} the unscrew the t/r/end and count how many turns to the end of the rack, this must be done so the steering alignment is the same when you refit the t/r/end, when the t/r/end is off you can take the boots off by splitting the small soft metal clips with a chisel then slide off the boot and refit the new ones, rather than fitting metal clips i used plastic cable ties which are just as secure, then refit the t/r/end again count how many turns so as to keep the correct length for steering alignment. the grease is behind the seals in the rack so no need to do anything. it may be advisable when the job is done to have a the steering track checked at a garage to make sure its is correct then you will not get uneven tyre wear, it took me less than an hour to change both boots, good luck
