It sounds like you got the loom for the later full can radios, fitted with Quadlock connectors if it wont connect up.
The one you need is for the early (2002 to 2004) Vectra-C and the Omega B vehicles.

If you had BC functions already prior to removing the NCDC2013 head-unit, then to get these working on the display, you will need to ensure that you have the steering wheel buttons (Not scrollers) and the switches at the end of the stalk (Wiper stalk I think, as the indicator one usually carries the Cruise control buttons).

Your display should be able to show BC functions, but may need enabling by Tech 2 programming- especially if it never worked with the original radio.

You should still be able to access BC via steering controls i know another member removed his NCDC and has had same problems getting BC to work.
Like the full can Radios you should be able to access it via steering controls as like the full can radios they are the bridge between the 2 and have BC controls on radio so in theory it should work.
How ever i say in theory and we are talking vauxhall here lol but i remember one of our foreign members having to modify his to have screen working,he stripped down front panel and added radio buttons in the blank switches so it maybe a case of you need that bridge eg: radio in place to access it
