Default V6CDTi - Turbo going on-off-on-off-on under hard acceleration

Replaced the old turbo with a reconditioned one. The car now pulls like a train and is smoother on low revs.
The problem I noticed now is the turbo is making funny chirping bird noises under full throttle and it feels as if it's switching itself on-off-on-off and then on again at 3700rpm.

What could be the problem here?
    It's had a service 5k miles ago.

Had a look under the bonnet and the hose that is attached to the turbo and goes to the intercooler is not on properly i.e. 3mm off. Could this be causing my problem?

I tired to put it back in place but slips back down after a short drive.

Might as well buy a new air flow sensor thing and boost sensor........that way I'd cover everything that can go wrong on the engine.
